Who Are We?

CatCare Alliance was founded on a simple idea — that together, we can create practical, lasting change for cats.


We are an independent, non-political organisation with no affiliation to any political party, individual, or external group. We are not a hands-on rescue; instead, we work behind the scenes to build the foundations that help achieve better outcomes.

 

Our team is made up of people with lived and professional experience across animal rescue, local and state government, and policy development. That combined skill and knowledge keeps our work grounded to what is genuinely needed.

Everything we do is guided by one shared belief: every cat deserves an enriched life, free from pain and suffering. We exist to support the people and the systems that make this possible.

Our Approach to Cat Welfare and Population Management

Free-roaming cats including unowned cats, semi-owned cats, and owned cats allowed outdoors face unclear legal status and significant welfare risks. Traditional enforcement-based strategies, such as fines, impoundment, or containment laws, have largely failed because they don’t address the root causes: low desexing rates, disconnected semi-owners, and financial barriers to responsible ownership.


CatCare Alliance believes lasting change requires a coordinated, practical approach:

  • High-impact desexing programs to reduce unwanted litters

  • Trap–Neuter–Return (TNR) for unowned and semi-owned cats

  • Containment and responsible ownership, supported in a staged and community-friendly way

  • Education and community engagement to build understanding and capacity


We also advocate for reforms to the Companion Animals Act to recognise the realities of free-roaming cats and enable humane, effective management.


By combining these strategies, we can improve cat welfare, reduce stray populations, and support carers, councils, and communities in creating sustainable outcomes.
